I offer warm congratulations to Archbishop-Elect Richard Moth upon his appointment by the Holy Father, Pope Leo XIV as Archbishop of Westminster.  His episcopal service as Bishop of the Forces and more recently as Bishop of the diocese of Arundel and Brighton have shown his fatherly care of his diocese as well his passion to spread the gospel and the truth of Jesus Christ to all people.  I am delighted to welcome him as the shepherd of the diocese in which I had the pleasure to serve for 14 years as an auxiliary bishop. I thank Cardinal Vincent Nichols for his dedicated service to the mission of the Church in Westminster and his episcopal leadership as the president of the Bishops' Conference of England and Wales. He has always served the wider society and the common good. I wish him every blessing and prayers in this next phase of his episcopal ministry.

I assure the archbishop-elect of my personal prayers and those of the family of the Archdiocese of Liverpool.
